Support;
AND THAT the budget of up to $500 per annum for
refreshments to be provided at Tri-Cities Healthier
Communities Partnership meetings hosted by the
City of Port Moody be funded from Council Contingency.

Recommendations:
THAT staff be directed to apply for grant funding under the
Investing in Canada Infrastructure Program (ICIP) for
Community, Culture, and Recreation as recommended in the
report dated December 20, 2018 from the Environment and
Parks Department – Parks Division regarding Inlet Sports
Field – Investing in Canada Infrastructure Program
(Community, Culture, and Recreation) Grant Application
2019;
AND THAT the capital project for the Inlet Sports Field be
approved as a pre-approved 2019 Capital project as part of
the 2019 Five-Year Financial Plan for an amount not to
exceed $8.4 million;
AND THAT the funding sources for the 2019 $8.4 million
Inlet Sports Field project be: Federal Grants in the amount
of $6,159,720; the Asset Reserve in the amount of
$1,846,280; and the City’s Reserve that is an Offset to Gas
Tax Funding in the amount of $394,000;
AND THAT, should the City not receive ICIP grant funding,
staff be directed to report back to Council with alternatives,
including impacts to the project timeline and the
identification of alternative funding options.

THAT staff be directed to submit Bylaw No. 3054 and a
related background report to the Ministry of Municipal
Affairs and Housing for review and approval;
AND THAT a tentative implementation date for Bylaw
No. 3054 be set at July 1, 2019;
AND THAT staff be directed to prepare a Bylaw to waive
development cost charges for affordable housing
(not-for-profit rental and below-market rate rental) for
consideration prior to the adoption of Bylaw No. 3054.

for an Accountable, Bold, and Comprehensive Poverty
Reduction Plan for British Columbia as recommended in the
report dated December 8, 2018 from Councillor Amy Lubik
regarding BC Poverty Reduction Strategy;
AND THAT the letter advocate for the inclusion of grants for
municipalities and non-governmental agencies in the
Poverty Reduction Strategy, in order for communities to
work with the Province to build vibrant communities by
investing in community expertise, to prevent poverty by
breaking the cycle, to alleviate the hardship of poverty
through improved services, and to enable British
Columbians to exit poverty by building capacity.
