Recommendations:
THAT the minutes of the Special Council (to Close Meeting)
Meeting held on Tuesday, January 24, 2017 be adopted.
THAT the minutes of the Public Hearing held on Tuesday,
January 24, 2017 be adopted.
THAT the minutes of the Regular Meeting of Council held on
Tuesday, January 24, 2017 be adopted.
THAT the minutes of the Special Council (to Close Meeting)
Meeting held on Tuesday, January 31, 2017 be adopted.

5.1 Recommendation:
THAT the following recommendations from the Finance
Committee Meeting held on Tuesday, February 7, 2017 be
ratified:
2017 Financial Plan Draft
Capital Budget
FC17/008
THAT $295,852 of the estimated 2017 opening balance in the Asset
Reserve be allocated to the Asset Reserve Envelope for City
Equipment.
FC17/009 and 010
THAT $250,000 of the 2016 Operating surplus be allocated to the
Council Strategic Priorities Reserve to fund the 2016 ending balance
deficit;
AND THAT the proposed funding for the Council Strategic Priorities
Reserve be $372,500 in each year from 2017 to 2021.

5.2 Report: Arts and Culture Committee, dated January 27, 2017

Recommendation:
THAT the report dated January 27, 2017 from Arts and
Culture Committee regarding 2016 Annual Report – Arts and
Culture Committee be received for information.

5.3 Report: Community Services Department – Cultural Services
Division, dated February 1, 2017
File: 18-7715-04
Recommendation:
THAT staff be directed to reschedule Arts and Culture Master
Plan focus groups with the Arts and Culture Committee and
with Council as recommended in the report dated
February 1, 2017 from Community Services Department –
Cultural Services Division regarding Request to Reschedule
Cancelled Arts and Culture Master Plan Focus Groups.

Recommendations:
THAT City of Port Moody Heritage Designation Bylaw, 2015,
No. 3006, Amendment Bylaw No. 1, 2017, Bylaw No. 3073 be
read a first time as recommended in the report dated
February 3, 2017 from Development Services Department –
Planning Division regarding Proposed Amendment to
Heritage Designation Bylaw, 2015, No. 3006 (Belcarra South
Cottages).
THAT Bylaw No. 3073 be read a second time;
AND THAT Bylaw No. 3073 be referred to a Public Hearing on
Tuesday, February 28, 2017 at City Hall, 100 Newport Drive,
Port Moody.

10.1 Memo: Community Services Department, dated January 4, 2017

Recommended resolutions:
THAT the City enter into a three-year Event Assistance
Agreement with the Rotary Club of Port Moody;
AND THAT $35,000 be granted annually to the Rotary Club of
Port Moody in accordance with the Agreement;
AND THAT the three-year funding agreement of $35,000 per
year for RibFest be referred to the Finance Committee for a
funding source.
