Managing Port Moody's 9.5 Growth as Job #1 -Proposal to Affirm the OCP's Growth Targets, Initiate Development Horizon Updates, and Conduct Growth Impact Reviews

Report: Councillor Hunter Madsen, with Councillor Vagramov, dated April 15,2018 File: 01-0530-01/2018

Recommendations:
WHEREAS providing astute management and proactive oversight of Port Moody's pending growth boom is one of the foremost responsibilities and challenges of City Council today;

AND WHEREAS for Council to govern effectively in this area requires, first, a more comprehensive, far-seeing, and up-to-date grasp of all major potential projects on Port Moody's development horizon and their related impacts on City services, amenities, and quality of life than Council can currently obtain from the limited and partial sources of information to which it has access today; and, second, a suitable forum in which to review this information and decide on appropriate City strategies of response;

BE IT RESOLVED THAT Council and the City reaffirm their commitment to manage growth in line with the stated targets of the Official Community Plan;

AND THAT the City's Planning and Development Department be directed to initiate Development Horizon Updates, these being quarterly briefings in camera for Council and the Executive Leadership Team that shall provide a comprehensive, updated view of current and emerging real estate development projects on the City's 20-year development horizon, and which provide estimates of the likely respective and cumulative impacts of these projects, if they should go forward, in terms of contribution to residential population, residential units, local industrial growth, well-paying job creation, and City amenities, as recommended in the report dated April 15, 2018 from Councillor Hunter Madsen, with Councillor Vagramov, regarding Managing Port Moody's Growth as Job #1 -Proposal to Affirm the OCP's Growth Targets, Initiate Development Horizon Updates, and Conduct Growth Impact Reviews;

AND THAT Council establish Growth Impact Reviews, a new forum for planning and setting strategy that will engage Council, top Planning staff, and the Executive Leadership Team in quarterly joint workshops, where information from the latest Quarterly Horizon Updates will be applied to shape development strategies, assess growth impacts for neighbourhoods and citywide, identify ways to keep overall growth in line with approved OCP targets, and match adjustments in municipal capacity, service plans, and amenities to anticipated growth;

AND THAT the first Development Horizon Update be scheduled for a date in mid-May 2018, and that the first Growth Impact Review be scheduled within two weeks of that date.
