5.1 Recommendation:
THAT the following recommendations from the
Finance Committee meeting held on Tuesday,
October 16, 2018 be ratified:

2019-2023 Utilities Financial
Plan Draft
FC18/065
THAT the 2019-2023 Five-Year Financial Plan be approved with
revised Metro Vancouver charges incorporated once available as
outlined in the report dated October 5, 2018 from the Finance and
Technology Department – Financial Services Division regarding
2019-2023 Utilities Financial Plan Draft;
AND THAT the proposed 2019 fees for the Water, Sewer, and Solid
Waste Utilities be included in the 2019 Fees Bylaw with revised
Metro Vancouver charges incorporated once available.

Funding Source for Suter Brook Village Traffic and Public Space Consultation
FC18/067
THAT the budget of $2,100 allocated for the Suter Brook Village
Traffic and Public Space Consultation Plan be funded from Council
Contingency as recommended in the memo dated October 10, 2018
from the Finance and Technology Department – Financial Services
Division regarding Funding Source for Suter Brook Village Traffic
and Public Space Consultation.

Planning and Development Department – Development
Planning Division regarding Rezoning Application –
2301, 2305, and 2307 Clarke Street.

THAT Bylaw No. 3161 be read a second time;

AND THAT Bylaw No. 3161 be referred to a Public Hearing to
be held on Tuesday, November 13, 2018 at City Hall,
100 Newport Drive, Port Moody.

THAT City of Port Moody Housing Agreement Bylaw, 2018,
No. 3162 (2301-2307 Clarke Street) be read a first time.

THAT Bylaw No. 3162 be read a second time.

Recommendations:
THAT the residence at Rocky Point Park be used solely for
the purpose of a Resident Parks Caretaker as recommended
in the report dated October 4, 2018 from the Community
Services Department – Cultural Services Division regarding
Artist Caretaker in Residence Program – Committee Review;

AND THAT staff be directed to amend the Artist in
Residence Program by removing the Caretaker component
and report back with associated costs.
