Policies/Guidelines that protect existing market rental housing units
and tenants, and a formalized process to require affordable housing
units or cash-in-lieu contributions for new multi-family developments for
Council’s consideration as recommended in the report dated
October 26, 2015 from Development Services Department – Planning
Division regarding Affordable Housing – Policy Options. Specific
policies/guidelines include:
- An Inclusionary Zoning Policy or Density Bonusing/Community
Amenity Contribution Program;
- Affordable Housing Reserve Fund Guidelines;
- Strata Conversion Policy;
- Rental Replacement Policy; and
- Tenant Relocation Policy;
AND THAT any strata conversion policy consider a moratorium.

AND THAT when the discretionary section 90(1) of the
community charter is utilized, the closed report include a
‘Rationale for Closed Discussion’ section that briefly and
clearly explains how the specific information in the report
could harm the interests of the city, the public or a third party
if it were open;
AND THAT on a quarterly basis closed resolutions and reports
are reviewed for disclosure, and recommendations for release
are provided, with exceptions explained, citing the relevant
sections of the Freedom of Information and Protection of
Privacy Act, with the intent to disclose as much as possible as
soon as possible;
