WHEREAS the state of housing affordability and local access
is one of crisis in Vancouver’s Lower Mainland – including
Port Moody;
AND WHEREAS the Port Moody City Council Strategic Plan
specifically prescribes striving towards enhanced affordable
housing policies as a desired outcome;
THEREFORE BE IT RESOLVED THAT staff report back, within
90 days, to recommend a framework for a “Locals First”
policy governing pre-sale of new housing units in Port Moody,
as recommended in the report dated October 23, 2017 from
Councillors Hunter Madsen and Rob Vagramov regarding A
Call to ‘Locals First’ Access to New Housing – Setting the
Framework for Prioritized Access to New Housing, including a
legal assessment of the recommendations therein;
AND THAT staff be directed to reach out and liaise with City of
Vancouver staff to share findings, avoid duplication of work,
and identify best practices wherever possible;
AND THAT the final ‘Locals First’ policy, if adopted by
Council, shall be forwarded to the Lower Mainland Local
Government Association (LMLGA) for consideration,
advocacy, and possible adoption by other municipalities.

Port Moody as well as the statistics related to regional
growth that has occurred to the east of Port Moody
along the Barnet Highway and Highway 7 corridors;
2. information regarding the Port Moody Regional
Context Statement, including resultant projected
growth numbers;
City of Port Moody Regular Council Meeting – November 14, 2017 8
3. an overview of the current housing needs in the Lower
Mainland related to all forms of housing per BC
Housing and Metro Vancouver statistics and
publications;
4. an overview of Transit Oriented Development per
recent Metro Vancouver and TransLink documentation;
5. the status of development applications in the City,
including the number of approved developments,
projected build-out, number of units, and any resultant
projected population increase;
6. any adopted OCP amendments since 2016 and the
projected build-out of any potential development and
population changes that may result;
7. the current and projected regional developments and
their impacts to Port Moody traffic; and
8. the list of traffic improvements scheduled for 2018 and
the funds dedicated to the TransPort Moody Master
Transportation Plan from 2018-2022;
AND THAT staff report back on the cost of this draft
communication campaign by January 2018;
AND THAT any unbudgeted resources to accomplish this
community strategy be referred to the Finance Committee to
determine a funding source;
AND THAT this factual information campaign literature be

WHEREAS single-use, disposable plastic bags are a menace
to the environment, specifically marine ecosystems to which
Port Moody belongs; and
WHEREAS other, less-expected jurisdictions have already
embraced the idea while the Port Moody Council Strategic
Plan specifically mentions Courage to lead and embrace new
ideas;
THEREFORE BE IT RESOLVED THAT staff report back with
options and the feasibility of a Bring Your Own Bag Bylaw,
banning single-use plastic bags in the City of Port Moody as
recommended in the report dated October 30, 2017 from
Councillor Rob Vagramov regarding A Call to End the Plastic
Bag – Bring Your Own Bag Bylaw;
AND THAT staff report back with options and costs for plastic
bag recycling as part of solid waste pickup;
AND THAT the following motion be forwarded to the Lower
Mainland Local Government Association (LMLGA), to push
the issue regionally and provincially:
THAT Metro Vancouver and the Province of British
Columbia move towards banning the use and
manufacture of single-use disposable plastic bags.

Report: Councillor Rob Vagramov, dated October 30, 2017File: 01-0530-01/2017
Recommendations:
WHEREAS single-use, disposable plastic bags are a menace
to the environment, specifically marine ecosystems to which
Port Moody belongs; and
WHEREAS other, less-expected jurisdictions have already
embraced the idea while the Port Moody Council Strategic
Plan specifically mentions Courage to lead and embrace new
ideas;
THEREFORE BE IT RESOLVED THAT staff report back with
options and the feasibility of a Bring Your Own Bag Bylaw,
banning single-use plastic bags in the City of Port Moody as
recommended in the report dated October 30, 2017 from
Councillor Rob Vagramov regarding A Call to End the Plastic
Bag – Bring Your Own Bag Bylaw;
AND THAT staff report back with options and costs for plastic
bag recycling as part of solid waste pickup;
AND THAT the following motion be forwarded to the Lower
Mainland Local Government Association (LMLGA), to push
the issue regionally and provincially:
THAT Metro Vancouver and the Province of British
Columbia move towards banning the use and
manufacture of single-use disposable plastic bags.

Barnet Highway HOV Lane Removal.
