Temporary Shelter to extend the maximum period of operation in any
one winter season.
Recommendations:
THAT Bylaw No. 2972 be now read a first time.
THAT Bylaw No. 2972 be now read a second time.
THAT Bylaw No. 2972 be referred to a Public Hearing to be held
on Tuesday, December 10, 2013 at City Hall, Council Chambers,

calculation and to remove the definition of Lot Depth.
Recommendations:

THAT Bylaw No. 2970 be now read a second time.
THAT Bylaw No. 2970 be referred to a Public Hearing to be held
on Tuesday, December 10, 2013 at City Hall, Council Chambers,

4.3 Report: Development Services – Planning Division, dated
November 15, 2013

City of Port Moody Heritage Revitalization Tax Exemption Bylaw,
2011, No. 2913, Amendment Bylaw No. 2, 2013, No. 2965, being a
bylaw intended to address situations where, due to declining housing
market conditions, the eligible tax exemption could be equal to zero if
a property received a reduced assessed value of improvements
following project completion.
Recommendations:
THAT Bylaw No. 2965 be now read a first time.
THAT Bylaw No. 2965 be now read a second time.
THAT Bylaw No. 2965 be now read a third time;
AND THAT staff be directed to proceed with the general
requirements for public notice as set out in Sections 226(6)(a)
and 227 of the Community Charter.

Bylaw No. 2, 2013, No. 2969 being a bylaw to repeal the prohibition of
beekeeping.
Recommendations:
THAT Bylaw No. 2969 being “City of Port Moody Animal Control
Bylaw No. 2677, Amendment Bylaw No. 2, 2013, No. 2969” be
now adopted.
THAT the Beekeeping Guidelines as outlined in Attachment A to
the report from Development Services – Building, Bylaw and
Licensing Division dated November 13, 2013 be adopted.

THAT the report Staff Comments on the Construction of a Piano
Storage Room, dated November 15, 2013 be received.

6.3 Report: Development Services – Sustainability Division, dated
November 8, 2013

Recommendation:
THAT the City explore partnership opportunities for developing
an Integrated Transportation, Urban Design, Land Use, and
Energy Moody Centre Plan by holding a workshop as described
in the Sustainability Division report dated Friday, November 08,
2013.

6.4 Report: Centennial Steering Committee, dated November 8, 2013

Recommendation:
THAT Port Moody Centenarians be recognized by Mayor and
Council at the Regular Council meeting on December 10, 2013, or
by the Mayor with a home visit scheduled through the Mayor’s
office.

6.5 Report: Arts and Culture Committee, dated November 13, 2013

Recommendations:
THAT the Bike Lane Vignette Art Project be approved;
AND THAT $3,000 from the Cultural Services budget, allocated to
the Arts and Culture Committee, be carried forward into 2014 to
complete this project.

Recommendations:
THAT the November 15, 2013 report from the Corporate Services
Department regarding the Douglas College Scholarship Request
be received;
AND THAT the request for establishment of a scholarship be
denied.

Committee

WHEREAS the Evergreen Project Team has formed a committee
with an ad hoc group of Klahanie residents for the purpose of
redesigning the overpass area of the evergreen line;
And WHEREAS it is City Council’s responsibility to represent all
residents, including all those within and outside the confines of
the Klahanie community;
BE IT THEREFORE RESOLVED that a request be sent to the
Evergreen Project team requesting City Council representation
on that committee.

7.3 Recommendation:
THAT the following recommendations of the Committee of the

Fees Bylaw Update THAT the Fees Bylaw Update report dated Tuesday, November 12,
2013 with respect to greater clarity in the provision of rental fee
waivers to non-profit community groups and organizations be
approved;
AND THAT staff update the recreation fee waiver section of the fees
bylaw with the new wording provided in the report.
